BKDP IS PARTY TO GENERAL AGREEMENT
Last Friday, December 19, General Agreement for the period of 2009-2010 was signed in the premises of Belarus Trade Union Federation (FPB) between the Government, Employers’ and Workers’ organizations. We are to remind that the work on the Agreement was carried out, at least, during the last half a year. At all the stages the BKDP representatives participated actively being the members of the Working Group responsible for working out of General Agreement.
Alexander Yaroshuk, the BKDP leader, thinks that the signed Agreement is a much more qualitative document as compared with the existing one expiring January 1, 2009. It is important to note that the BKDP proposals were included into the Agreement.
For the first time it was stated in the Agreement that the parties which have signed it, assume obligations to build up their relations on social partnership basis fixed both in the national legislation and in the ratified ILO Conventions and undertake a commitment to promote partnership dialogue on the local level.
The participation of trade unions in privatization of enterprises was also envisaged in the document as well as preservation of trade union organizations in the companies in case of change the ownership status.
A newly signed Agreement contains norms that ensure provision of rent-free premises for trade unions in the companies, equipment and transport facilities as well as providing other terms facilitating trade union activities in accordance with the local collective agreements and the Law of Belarus “On Trade Unions”.
“All this gives a chance to hope that the recent positive stand of the state towards independent unions will be fixed and consolidated legitimately and in the future the social dialogue in the country will be run with obligatory participation of the BKDP and its affiliates” --- says Alexander Yaroshuk.
On behalf of the national unions (FPB and BKDP) the General Agreement was signed by FPB Chairperson Leonid Kozik. The FPB leaders underlined that the Agreement covers all trade union organizations functioning on the territories of Belarus and having state registration.
